Lt Col Raymond N. Feliciano

Lieutenant Colonel Raymond N. Feliciano serves as the Chief of Staff of the West Virginia Wing Civil Air Patrol, America’s premier public service organization for carrying out emergency services and disaster relief missions nationwide.  As a Total Force partner and auxiliary of the U.S. Air Force, the Civil Air Patrol is there to search for and find the lost, provide comfort in times of disaster, and work to keep the homeland safe.

As the Chief of Staff, Lt Col Feliciano manages a staff that provides guidance and support to all units in West Virginia to ensure that all objectives, policies, and operational directives are effectively and safely executed. The West Virginia Wing has over 550 members and consists of 14 squadrons located in Beckley, Danville, Grantsville, Charleston, Bridgeport, Elkins, Lewisburg, Martinsburg, Princeton, Barboursville/Ona, Morgantown, Parkersburg, Petersburg, and Wheeling. 

Lt Col Feliciano first joined the Civil Air Patrol in Germany where he chartered the Bitburg-Spangdahlem Cadet Squadron in 1985.  He served in the Blytheville Composite Squadron, Arkansas Wing (1988), and Lakefront Composite Squadron, Ohio Wing (1990).  He rejoined Civil Air Patrol in 2003 in the Lakefront Thunderbirds Composite Squadron, Ohio Wing as the operations officer.  In 2006 he was appointed Commander of the unit.  In 2007 he moved to Maryland and worked as ES officer in Group I, Maryland Wing, and later that year he became Deputy Commander for Seniors/Professional Development Officer for the Hagerstown Composite Squadron.

Lt Col Feliciano moved to the Middle East Region in 2009 to become the Deputy Chief of Staff for Professional Development.  In 2013, he was assigned as Assistant Inspector General for the Middle East Region.  In 2014 he joined the Martinsburg Composite Squadron as Drug Demand Reduction Officer and Professional Development Officer.  In 2017, Lt Col Feliciano was appointed as the WV Wing Inspector General (IG).  In his position as IG, he fostered an environment of continuous compliance throughout the wing and the subordinate units.  He was essential in the wing’s successful Compliance Inspections in 2019 and 2023. 

Lt Col Feliciano’s emergency services qualifications include Air Branch Director, Mission Observer, and Mission Scanner.  He was awarded a find ribbon in 2018 on an Air Force-assigned mission.  He was previously a Transport Mission Pilot.

In 2022 Lt Col Feliciano was awarded the Mid Atlantic Region’s Inspector General of the Year for outstanding duty performance. 

Additional awards Lt Col Feliciano has earned over the years are three Meritorious Service Awards (2011, 2013 and 2014, the Gill Robb Wilson Award (2023), Brig Gen Charles E. “Chuck” Yeager (2005), and Cadet Orientation Flight Pilot of the year (2006).

Lt Col Feliciano has master ratings in the Inspector General and Education and Training specialty tracks.  He is senior rated in Command and Emergency Services.  He is a graduate of the National Inspector General College (2018), Region Staff College (2009), and the Unit Commander’s Course (2005).

Lt Col Feliciano resides in Inwood, West Virginia, where he currently lives with his wife, Sandra, also a WVWG Senior member, a dog Snoopy, and two ferrets, Slapshot and Brandy.  He is retired from the Ohio Air National Guard.  Lt Col Feliciano works as a training technician for US Customs and Border Protection, is a published author of a science fiction series of books, and has a YouTube Channel.
